About RED Update


The scope of “Radio Equipment” covers a wide range of products, including small devices such as WLAN,

Bluetooth products and large equipment, like weather stations with radio sensors. For years, R&TTE has

been the requirement for manufacturers to test and have compliance of radio and telecommunication

equipment sold across Europe. Having been through several market surveillance campaigns, the European

Commission started to concern about the low level of compliance with the R&TTE for some radio

equipment. Considering the numerous increase of mobile and wireless devices, European Commission

determined to publish the new Radio Equipment Directive (RED) 2014/53/EU in the Official Journal on 22

May, 2014. The RED directive has been applicable from 13 June, 2016 for all member states. 

- There are significant changes in RED (fixed line terminals are out of scope, no alert mark, strengthened market surveillance, e.g., the traceability obligations of manufacturers, importers and distributors, etc).

-However, some of the biggest developments includes the introduction of a new range of products including broadcast receivers (TVs) and radio equipment operating under 9khz.

-Additionally, many revised specifications cover products with WiFi or Bluetooth as well as short range devices meaning updates to reports and maybe design implications.

-Manufacturers have to apply RED to all products sold in EU from 13 June this year.

-For any new requirement; either testing or a report update is required.

Bureau Veritas’ Approach & Value Comprehensive suite of Wi-Fi Service Some Significant Changes for RED Directive


• The RED only applies to radio products. There is no longer a provision for Telecom Terminal Equipment (TTE) in this Directive.

• The RED applies to equipment which intentionally transmits or receives radio waves for communications or radiodetermination,regardless of its primary function. For example, a “connected” device that uses an embedded radio module for communications or to determine its position has to meet the same radio requirements as a purpose-built radio equipment.

• The RED applies to radio equipment operating at frequencies below 3 000 GHz, including radio equipment operating below 9 kHz that is not covered by the R&TTED or by National frequency regulations.

• Broadcast receivers are included in the RED.

• The RED now specifically includes “radio-determination equipment” equipment that uses the propagation qualities of radio waves to determine its position, such as radar.

• Wired telecommunications terminal equipment that does not function using radio is not covered by the RED.

• Class 2 labeling ‘Alert mark’ and equipment notifications are removed.

Testing Scope

Radio equipment means that electronic or electrical products intends to emit or receive radio waves for radio communications and/or radio determination which must be with an accessory (for instance, an antenna). Broadcast radio and TV receivers are all included.
